One Rank One Pension

What is OROP?

1. One Rank One Pension (OROP) is a scheme for giving same pension to ex-Servicemen as being given to the Servicemen at same rank with same length of service, retiring at present.  

2. This has been a long standing demand of the ex-Servicemen. who have been emphasizing that OROP is not just an issue related to pension, but a much bigger issue related to justiceequity and honor of the veterans as well as the national security

OROP implemented?

1. Yes, the Govt of India implemented OROP on 6.9.2015, but the veterans were not satisfied with the scheme that was finally implemented.

Why are Veterans not satisfied?

1. The scheme was implemented with effect from 1.7.2014 with 2013 as base year , while the veterans wanted it to be with effect from 1.4.2015 with base year 2015.

2. The scheme provides for review of pension after every five year, while the Ex-Servicemen want it to reviewed every year. The ex-Servicemen want the pension review every year to ensure that no senior should be getting a lower pension than his junior. This is a major issue for the veterans.

3. The scheme provides for no pension review for those ex-servicemen who took voluntary retirement from the Services. Almost 40% of the Forces take voluntary retirement after serving for around 15 years or so. The Armed Forces have a policy for granting voluntary retirement to the servicemen and the voluntary retirement is granted accordingly. This also helps the Forces keep themselves younger by way of replacing the aging manpower with young recruits. As such, Forces encourage such voluntary retirements in a structured manner. In view of this, the Ex-Servicemen feel that those among them who took voluntary retirement must not be kept out of the OROP scheme.  This has become a major cause of heartburn among the veterans.

4. To resolve other issues related to OROP scheme, Govt of India constituted a One member juducial committee, while the veterans wanted military representation in it. The Committee has recently submitted its report to the Govt, which is yet to be made public.
