Chinese dams give India jitters
CHINESE PLANS
1. China plans to construct 43 dams on Brahmputra and Indus rivers and their tributaries.
2. They have recently announced a dam on Xiabuqu, a tributary of Tsangpo.
3. These projects include-
Brahmputra- 40 projects
a) 8 on Tsangpo ( known as Siang in India) - 1 dam commissioned (540 MW Zangmu HE Project)
b) 32 on tributaries of Tsangpo
Indus - 3 projects
a) 2 on Indus at Jiele and Sanbo- both Storage
b) 1 on Sutlej in Zanha County- Storage
THREAT TO INDIA'S INTERESTS
1. There is no Treaty with China on waters of Brahmaputra or Indus, though there is a treaty with Pakistan on sharing of Indus waters.
2. The average annual Trin ans boundary flow in Brahmaputra into India is 142.37 BCM.
3. Dams planned in China may result in a considerable temporal variation in the availability of water downstream in India and also a large diminution in overall availability of water in these rivers in India.
4. China will have the potential to turn these rivers into 'taps of uncertainty'.
5. China can be in a position in future to use these waters to pose a potential flood or drought treat in parts of India.
6. China can use this leverage as a political weapon while dealing with India.
WHAT INDIA CAN DO
1. India presently has a very limited storage capability on Brahmputra.
2. It gas planned 76 dams in Arunachal Pradesh and Assam, but only one has been constructed so far.
3. There is a need to expedite these projects and create adequate storages, to cater to the water needs to a large part of the country.
4. The storages in India will help reduce to a large extent the leverage that China appears to be going to have with large storage capability on Brahmputra.
5. Sooner these storages are created, the better.
